The shippers or their representatives must issue a BESC – Bordereau Électronique de Suivi des Cargaisons also known as an E-CTN Electronic Cargo Tracking Note (also called waiver) for all cargo loaded or discharged in the Port of Cotonou and have it validated by a recognized and official party.

Documents required:

  • Bill of Lading 
  • Commercial invoice / Freight invoice 
  • grey card / pink slip for vehicles

 

  • Export Customs Declaration
  • Packing list

Regulations

  • The creation request of an ECTN must be submitted to agents of the Shippers’ Council representatives paid, and validated within five (5) working days following the departure of the vessel. 
  • The shippers/forwarders or their agents must establish an Electronic Cargo Tracking Note, and have it validated by a representative of the National Shippers Council of Benin, for all cargo that is unloaded in the Port of Cotonou.
  • For RORO /LOLO vessels the loading of vehicles that are not covered by an Electronic Cargo Tracking Note is a violation of regulations that obliges the importer not only to create an ECTN online upon the arrival of the goods,

 

  • but which also results in a penalty payable to the National Shippers Council of Benin before the vehicle can be transferred to the sales park. The amount of this penalty is fifty thousand (50 000) CFA per vehicle. 
  • The Electronic Cargo Tracking Note is a mandatory document for customs clearance of cargo. With the exception of floating cargo, any cargo arriving in the Port of Cotonou without a validated Electronic Cargo Tracking Note cannot be cleared prior to an ECTN being created and validated online by a CNCB representative at the port of loading.
